When making a fleet seal..What program should I use?

you could use paint or photoshop or other software that can create a photo or graphic, and save it as bmp file

Well I was hoping for one that would tell you the size of the picture...Because the size requirement for a seal is 20x20 px

Never mind I've found a program that relatively simple to use. Sumo Paint, While making it is going to require some tweaking its not that hard :D

Paint can do that lol.

Note that transparent is pure black. (#000000) White appears as white, and if you have black in your seal, and want it to be black, it needs to be a shade paler.
