4 Engineers should be fine. I can not tell you at level speeds because it's been so long and the "at Level" is mixed with BVE, EBVE and other forms of uberness.
But, Speed cap for BB's as follow.
Kongo - 44
Fuso - 42 with 14" and 39 with 16"
Ise - 42 wth 14" and 39 with 16" (Don't own an Ise so I am assuming it is the same as Fuso)
Nagato - 42, but with a high level crew I can only get 40 knts
Yamato - 40
Super Yamato - 42
