No I'd say its pretty close. Way above US, IJN and the bissy, and while under the PoW and nelson, its high DP and slim enough profile makes it extremely hard to get good salvo on one.
I'd bet the salvo that oneshots the O2 will also oneshot the PoW or leave it extremely crippled.
Where O2 might lose a bit compared to the UK ship, is your regular BVE crew won't SD cap it at level, and its harder to speed cap.

To know what your speed cap is, check the base speed value, not your current OHing value.
For BB they are all in the 21/35 22/37 23/39 24/40 25/42 26/44 27/45 28/47 29/49 range. Ow and 30/51 O1 with 11".
basically, Base speed * 1.7 rounded at the lowest integer.
Your 40 is merely that the ship isnt speed capped yet.
