In any way, you 'll be running into this problem if you keep all your sailors.

- Buy a premium account and get 12 extra spaces for 30 days.
- Make new account, play, play, play until you get the required amount of credits and points to be able to trade.
- Sell a sailor using "olive trade".
- Gift me a sailor. (my favourite suggestion)

Not sure if you can sell on trade-board with a "full HQ".

Unfortunately, until SDE figures out a way to make a "Swap Sailors" trade window where the sailor your taking out and the sailor your putting in can "swap places", if you have every sailor spot in your shipyard and HQ filled, you can't move any without purchasing another HQ spot or dismissing one of your sailors :-/

You can ask someone whom you trust to temporarily hold few sailors.
Then swap all the thing you need and ask back.

Unless they fixed it since the last time I tried, you can't trade a sailor to someone if you have 50 sailors total (stupid bug since you're not the one who's gaining any sailors) :-/...but, like I said, maybe they fixed that bug...

but for your question. the only way is to move some harbor sailors to another account.
