A good cv1 driver with locals sails right behind the battle line. He launches his locals when he sees enemy planes that are within his limited range. Shoots down all planes around the battleship he is escorting thus eliminating the eyes of the enemy.
Using tier 1 fighters have no chance of shooting down all enemy tier3 fighters acting as scouts for the enemy. Better to send them to enemy territory and give sight for your battleships. As all good battleship drivers would fight better if they can see the enemy and do not mind being scouted by enemy planes.
Some players can use local fighters and contribute to the winning of his team. Others play better with the tier 1 fighters. If it is your first cv1, try both and experience yourself the different playing style required.

This. Right here is one of the best ways to play the Bogue in FW mode. T1s are slow, and in my experience Are only good for scouting.
Just like he said, load locals and sit only slightly behind the allied line(usually south as the planes usually go there) launching your planes when the enemy scouts/low tiered fighters/bombers near the line.
HOWEVER, you must learn to recognize the enemy planes, so you'll knownot to launch when the enemy T4s fly overhead. You can only carry 15 locals if you go FW, so load them in batches of 3 per pilot. That way you have 5 waves of planes and don't take to long to load.
Once you launch your planes, always remember to load the next three on an empty pilot.
