Okay, seems i will have to comment on this. As i have contacted elliot about, there was an announcement of the rule change, before the first offical game of fleet league, that week being the week AFTER the practice/test week.

This announcement was posted on november 21st. The day right after the test period/Rule change period, This rule includes the points and how points are achieved. If compared to the old rules, you would see that the rule was taken out from the announcement.
