what about adding the dive point option of the dive bombers for fighters
that could allow lower tier FPs to stay alive againt higher level FPs 
and overall any FPs againts AA boats
off course this jus refers to the diving maneuver itself, not the ability to release any bomb at all

more like when FP are on high altitude and dive automatic for planes on lower alltitude.

but also the idea of symular way of diveboming should be nice and make the game intrester for dodge fighting
maybe not all tiers or nations should have this.

Better altitude controls, more responsive. Quick to dive, slow to climb.

Fighter escort duties for bomber squadrons (follow the leader)

Strafing enemy ships with machine guns and/or Short range rocket pods.
(anti ship measures would require AAW increase, or AAW immunity decrease on planes)

Rear gunners for bombers

Better control panel and audio feedback from squadrons;

"Fighter Squadron 3 low on fuel", "Bomber Squadron 6 being attacked!", Fighter Squadron 2 out of ammo, returning to ship", "Fighter squadron 1 Engaging enemy bombers/fighters!" "Scout 1 under AA attack!"

Waypoint navigation and multi-point flight paths (zone coverage), including atltitude setting.

Fighter control should be more than just dragging your squadron during battle.
