As the title says:

The implementation of the autostart feature was a great stride in countering AFK hosts, but occasionally, the autostart feature is defeated by someone who is loading or has crashed. I propose the the room flagship should receive the ability to ban loaders from the room and start the game. The flagship would only receive host powers once the [GB] room reaches 20/8(or 6) and 120% exp. By essentially having 2 hosts, the game would be much more likely to start.

I like the idea. Its like a backup host that goes to someone who's been in the game long enough to know what to do. I'll recc tomorrow.

the likelihood of the flagship abusing this is very low as they would fear punishments on their high level account. The flagship would only become the "second host" upon the room filling up (refer to 1st post), so the flag would very likely be in the 115-120 level range.

As long as the Room Host allows another Player to be a Flagship/Sub-Host; then, yes.

But currently, I am opposed to Players gaining Host Control over the Battleroom Creator.

Besides, I don't care if someone else gets to use the spin-a-moron feature. I'm still the one that gets to start the room in the end. Oh right, the only place you can use the spin-a-moron feature is in Normal rooms. And that relies on tabbing to start.
