This.
That is whats causing people's lag problems. If your connection to NF at any point is being shot up at a satellite and back down to reach another continent. You will be experiencing lag. Servers are in San Jose, California, United States.
Also a lot of people were steaming the Super Bowl today, which was lagging a large number of key major network connections in the US. The shear volume of data being sent on the main city to city connections may be lagging connections for others.
Also ZaccaR, that speed is actually pretty slow compared to most other gamers. I'm personally on a ~30-35/4-55 meg (3.5-4.1 MB/s/488-610 kb/s)(Sometimes I can get 38-39/5-6 (4.53-4.65 MB/s/610-732 KB/s) on good days)(Those wondering, I normally get limited by server's upload speed, before hitting the connection's limit) connection and I'm only getting rated in the 88th Percentile of Internet Speeds.
Also remember, Ping is more important than Speed when it comes to lag. You could have a connection with the same speed as mine and be getting a 300 ms ping and lag like hell, or have a 50-70 ms ping like mine currently is to the server and have no lag what-so-ever. Anything above 80 ms starts having some corrupted data, anywhere above 150 ms starts dropping packets. Above 300 ms, drops packets left and right.
As long as you have a 150 KB/s Download and Upload minimum and a ping under 150 ms, NF will not lag unless your computer itself is lagging NF (This can happen with new computers when Windows doesn't link NF to the correct libraries to function correctly. Run as admin can help :P)
