You can transfer the sailors you have in Kaiser to an account you have in Nebraska thru the premium trade system and just like Lj said, its risky but its nothing that you cannot control and you cannot transfer BO's.

Use 2 different internet browsers and 2 accounts (one in Kaiser and Nebraska), use 1 browser with your Kaiser account to post and sell your sailors, while use the other browser logged into a Nebraska server account to buy what you have posted in the premium trade. Wait until you see your post/sale/thread then buy it with the other as soon as its listed on the premium trade.

In case others were able to buy it, just put the sailors you are selling on your HQ and wait for the sale to be cancelled, then you can try doing it again.
