having a sailor being a higher level than your ship

This should be common sense

Better yet, remove it for higher level ships since they tend to have more levels in between. Especially CV5-6 and BB5-6.

So a Middle Schooler in Pre-Algerbra would learn Calc 3 just as effectively as a Freshmen in College?

That is the purpose of the EXP penalty, to get you to grind your crew properly and keep everything near the same level.

Actually, if you are going to use that analogy, then it should be something like

"So A college student (high level sailor) would learn algebra (low level ship) as just as effectively as a middle school student?"

and the answer is YES, if not better!

This is not school, real life mechanics do not apply.

It is silly to force players to use close level ships to get even decent EXP.

Your analogy is flawed. Say I put a very experienced sailor onto a ship.

He is already getting less exp because of lower attack ceilings etc simply due to being present on the "inferior" ship. Further penalties are not required.

I understand the need for an exp penalty for lower level sailors on higher level ships because then you could easily bypass several levels.

Fine how about this analogy:

Can you learn how to use an IPhone by using a old PDA?

Can a sailor learn to fire a 18" gun using a 12" gun?

The entire purpose of the reduced EXP above and below 4 levels of the ship is there for 1 purpose:
Teaching players to keep their sailors close to the same level as each other and have players play the ships their crew is ready for. It is an integrated part of the leveling system.

Its not hard to go back 1 ship to grind 1 sailor.

Also a 5% EXP nerf for being 10 levels below or above the ship level is so minimal does it really matter?

You can have a lvl 80 sailor on a BB5 and still receive 40% exp on that sailor. <- The whole purpose of the current system is to attempt to get players to level their sailors properly. Removing this would only cause more noobs with lvl 100 BOs with lvl 50 engineers.

Also just because its a lower lvl ship, doesn't mean you can't get more EXP:

My highest EXP game is in the Sodak with a lvl 119 crew with a total of 103k EXP outside of an event. Thats with a ~ a 15% penalty...

HAVING A SAILOR BEING A HIGHER LEVEL THAN YOUR SHIP

There is no way to justify the exp penalty. If I decide to fight lower level enemies in an rpg, do I get an exp penalty? No...

I get the same exp. However for my time, I lose out on exp because in general I am getting less atk, creds, etc than I would be with an at level ship.

How do you not understand this?

I am talking about the extreme, not your I'M A BB3 I CAN GET AS MUCH EXP AS A BB5 OMG I'M SO COOL, situation. I want to play a shimakaze and try my hand at asw, but I get 100 exp per game because I get the combined exp penalties of;
1. Using torpedoes
2. Being in GB2 as a DD means very little atk
3. And I get 1% of that for arbitrary reasons.

I'd think that playing in a lower level ship and gimping yourself would help your gameplay and skill in general.

Don't runners wear weights on their bodies in order to get better?

Recommended. The lower amount of slots and lesser stats of a ship is penalty enough.
