The entire purpose of the reduced EXP above and below 4 levels of the ship is there for 1 purpose:
Teaching players to keep their sailors close to the same level as each other and have players play the ships their crew is ready for. It is an integrated part of the leveling system.
Its not hard to go back 1 ship to grind 1 sailor.
Also a 5% EXP nerf for being 10 levels below or above the ship level is so minimal does it really matter?
You can have a lvl 80 sailor on a BB5 and still receive 40% exp on that sailor. <- The whole purpose of the current system is to attempt to get players to level their sailors properly. Removing this would only cause more noobs with lvl 100 BOs with lvl 50 engineers.
Also just because its a lower lvl ship, doesn't mean you can't get more EXP:
My highest EXP game is in the Sodak with a lvl 119 crew with a total of 103k EXP outside of an event. Thats with a ~ a 15% penalty...

There is no way to justify the exp penalty. If I decide to fight lower level enemies in an rpg, do I get an exp penalty? No...
I get the same exp. However for my time, I lose out on exp because in general I am getting less atk, creds, etc than I would be with an at level ship.
How do you not understand this?
I am talking about the extreme, not your I'M A BB3 I CAN GET AS MUCH EXP AS A BB5 OMG I'M SO COOL, situation. I want to play a shimakaze and try my hand at asw, but I get 100 exp per game because I get the combined exp penalties of;
1. Using torpedoes
2. Being in GB2 as a DD means very little atk
3. And I get 1% of that for arbitrary reasons.
I'd think that playing in a lower level ship and gimping yourself would help your gameplay and skill in general.
