The nationality is chosen at lvl 12. make sure they are all the same nation and of needed class. For a Battleship(BB) you will need 4 armament sailors for gunners with good accuracy and good reload, 11/11 preferably or better. You can "roll" new sailors. Look under where your sailors are, there is a tiny tab that says "new". You will also need support sailors, 4-5 engineers, 4-5 repairers. Special Forces will give you Rookie pilots for scout planes(do not class past Rookie Pilot). For support you want the stats to be either 11, but preferably 12 in either eng or rep.
Alternate your support crew or make two Bridge Officers so that your supports dont get too far in levels from each other. A BB6 needs 14 sailors, which of course will not fit on a Destroyer(DD).
