i completely get it but this wont stop mercing which SDE is aiming for.
The point of this penalty change is to remove the ability for fleets to mass-recruita/merc tons of BB6/CV6/SS5 accounts for an HA in the same week that they declared. If they choose to give account information for fleet accounts, then they will have no higher numbers of BB6/CV6/SS5 than they already had previous weeks/HAs. In addition to that, they also run the risk of ship setups being changed, or ships not being repaired on those accounts for future HAs (if those accounts are used specifically just for HAs).

Actually, if I remember reading it correctly, NFEU has a penalty where you cannot leave the fleet that you have joined for 30 days (unsure if you are able to be kicked from the fleet or not, but I don't see why that wouldn't be possible). Although this could potentially also help stop the Mercing for HAs, it most likely could be bypassed by Fleet/Squad Leaders simply kicking the mercs from the fleet so they can join a new fleet for the next HA...
