I know this problably won't happen but make it to where when a port is invaded there is a mini rts game started where it's the harbors remaining defenses against the invading forces sent in with each CV or Supply ship controlling their own units while the BBs can keep bombarding to help out. It would be interesting if the defenders were able to fight back even if they were overwhelmed by higher tiered ships.

I wonder what it would be like with less defending team ships and more coastal defenses such as land based bomber launches, scouts, fighters and coastal artillery. perhaps player controlled coastal defences.

Interesting but still you have to have ships in the defense to have a chance.
That you suggest gonna make it even harder for SDE to open new harbors.
