Crossing is of course to be avoided. He's specifically talking about "shooting each other" not "shooting while crossing each other". Why your mind would jump to only crossing is beyond me. There's already an incentive not to cross. Well, there's several really. This proposal ^^ would just be another for that aspect of play.
As it stands, we don't need to change the situation to encourage people to avoid crossfiring more than we already have. The problem lies in people not paying attention, not in the degree of punishment. No one has knowingly crossed and thought "mehhhh yeah I can afford to fire even though only one of my guns will land on the enemy, i'll possibly kill my teammate hindering my team, and I'll lose exp". Red lines I'm still in favor of.
Yes, you're right it is possible to jerk around with other players' exp by shooting them. I'm sure there's some way to work around this though. (who shot first, etc)
Ultimately I've never complained about how my game turned out exp wise for anything other than unknowinly shooting when a ship crosses, so I'm fine with things the way they are, depending on how the red-line proposal is mulled over. The only thing I might like changed is say splash damage causing hits to my exp because of shooting at subs, etc.
So what would we propose here? Good to discuss, better to hand something in.
