I'm going to assume you are on Kaiser. Unfortunately, the population for that server is very low.

There are hopes from the community that they will merge it with the other server, Nebraska.

If you can't stand the low population and you are fine with starting over, go restart in Nebraska. 

Having that many credits and points after a day is... interesting...

Anyways, to answer your question - yes, perfectly normal.

It's a normal thing on kaiser server i'd face it before(on nelson server) ,in the Kaiser No Event = No ppl
