I have a IJN sub but it barley reached 20 knots and i need a quick sub that is early on the sub tree please help.

hmmm...KM subs? SS1 and SS2 are still kinda slow.

Get a good engineer, get a lot of vets on the sailors, and cut rookie sailors to save weight. French and US subs can be quick too. 

Overall though, all SS1 and SS2 are on the slow side. At-level sailors simply do not have the engine ability to increase speed by much, nor the displacement to carry high level sailors.

All subs are the fastest sub, all are limited to 40knots while overheating.

I think the KM SS4 can cruise at 29knots with a light crew though...

 because they have the most support slots in place of the rear torp spot thus allowing you to add more engies to increase OH time

As far as I remember the ijn is the slowest ss1, but it's been while since I played and of the 4 original nations ss1. My MN ss1 goes 21/24 with a stripped out BO. So not sure there are any quick SS1 or 2, and as mentioned before all ss are speed capped to 40kts.
