Even that is very easy to day to lvl up to 120 under 4 months.

Imagine the amount of noobs there will be! IDK whether i should be happy or sad about this since they can clutter up on the other team, making your team (assuming you are better) dominate them, and then auto split decided to do something weird, so it puts you on the team with noobs, and then you suffer a horrific lose. Why? Because a 3 day old account is playing with tier 5 stuff. That is not right. Also, i'm pretty sure this has been discussed before.

maybe if it's based on a #of matches played and/or amount of active time played... maybe a minimal of say 17+ months. due note that's a VERY SEVERE maybe. as stated +50 to "noob" bb4-6, cv4-6, and ss4-6 would be bad times lol. i my self could or may still be considered a "noob" i'm played for 13-15 months. side note i VERY rarely use that word.
