Ships also couldn't see what the scout plane could with laser-like precision, or would you like that to be realistic too, where all you get is the bearings of the ship sent back to you, or have to communicate with other players using flags or foglights if you want to use teamchat.
It's not a bad concept for making the game easier, if that is your goal. But I don't see why people keep using realism as a strong proponent for their suggestions. And subs were used as recon heavily in WW2, if my memory serves me well. But still this is a game with strategy and tactics in mind, and as such I cannot recommend such a suggestion.
