This is just politicians lining up to get some "tough on defense" cred on capitol hill. Sindher's right, they've had this capability for years in black ops teams. All this does is let them TALK about it.
And it probably opens up more funding options, which from a national defense standpoint is probably a good thing. Let's face it... speaking as a career electrician, the United States is in such a sad state of infrastructure disrepair that it loses portions of it's electric grid every time it rains or snows. Imagine how easy it would be to shut it down with a cyber attack.
