I heard theres a maximum level for nutaral sailors after what there un-upgradable, but what level is it?

After lvl 25 a Neutral sailor can't be given a nation any more, so it will stay a neutral forever.

And unless you are going to use them as neutral gunners, you shouldn't leave them until 25 to class.

All sailors should be at least classed to a nation at level 12 unless you plan on using them as a neutral crew. lvl 12-25 even it your just power leveling, should be classed to a nation to gain the National Ability Bonus for lvls 12-25
