Every older in-game nation including France has PCL/gunboats...
I'd like to include a Russian one that's not the Ryurik, Bogatyr, or Pallada (those have T slots so they can't be PCLs)
When the USSR gets a PCL, I'm buying it.
Who's with me?
I think that the closest Russian Ship I could find to a PCL is this one; The Admiral Ushakov Class Monitor Gunboat.
General characteristics
Type: coastal defense ship
Displacement: 4,971 long tons (5,051 t)
Length: 87.3 m (286 ft 5 in)
Beam: 15.85 m (52 ft 0 in)
Draught: 5.9 m (19 ft 4 in)
Propulsion: 2 shaft vertical triple expansion steam engines 4-8 cylindrical coal-fired boilers 5,750 ihp (4,290 kW) 450 tons coal
Real Life Speed: 16 knots (18 mph; 30 km/h)
Complement: 404
Real Life Armament: 3 or 4 - 10 in (254 mm) guns 4 × 1 - 4.7 in (120 mm) guns 6 × 1 - 47 mm (2 in) 3-pounder guns 10 × 1 - 37 mm (1.5 in) 1-pounder guns 4 × 15 in (381 mm) above water torpedo tubes
Suggested Armament: 2 double 8" guns, to balance it with the other PCLs
Suggested Speed: Comparable to other PCLs, compensating for Russian ships' high speed in NF

SDE used the Thai cruiser (looks more like a monitor) that uses twin 8 inch guns of IJN Heavy Cruisers.

if this gonna be SN CL, keep the gun below twin 10, the real version have two twin 10

tiger class did exsist in WW2, and was not a WW1 battle cruiser. laid down in 1941, but did not see service during WW2, was converted to a helicopter cruiser in the 1960's. served until 1979 when placed into storage. they were 'un moth balled' in 1982 for use in the falklands conflict, but when that looked like it was going to be over too quickly for them to see service they were put back to storage untill scrapped around the mid 80's.
