I think that the AAW Skill should be applied the Ship's Main Gun AA Fire as well.
At least that's how I am using my Sailors. High AAW Skilled Sailors become AA Gunners.
The idea behind the AAW stat is that every sailor contributes to machine gun fire, not just the gunner. Logically, the repairman patching up the hole in the deck can pick up a rifle and shoot at planes in the midst of battle.
Think of AAW as rifle skills; it has nothing to do with the skill of manning a heavy naval gun. Now the AAW stat has been removed so there is no use for it.
I suggest you recheck your AA gunners. Having unnecessarily slow reload on them would be a shame.
