actually, SN doesn't have a CV1, you start at the CV2 straight away same as KM.
as about the planes like said, SN have great bombers and the fighters can take quite a punch, but in return for this their planes are quite slow. So yes you can get a balanced SN CV but you won't be chasing enemy planes around like nations such as US/KM/IJN.

SN bombers in my opinion are great, the only problem is they are like watching an approaching doom.   The bombers are slow but when they hit you know they are gonna be feeling it after ya drop off on them. 
Also the SN fighters from my experience suffer from a speed problem. They are decent  at T3 but suffer from a speed disadvantage against other nations faster planes.
