The range inconsistency of the H39 is due to the spread inconsistency. This issue also happens but to a smaller scale with H44. It can work to its advantage and to its demise. I seriously urge you to reconsider changing the H39 much, BB4s were (before france and russia came along) as close to perfectly balanced as you will ever get in this game.

I think testers should consider the balancing in KOR server Sometimes...
I know that there r many differences between NFNA server and KORNF server
but the original components of this game is always come from KOR server.
I agree that testers should balance the components to fit in to NFNA server before bring it in to real server
but I disagree changing TOO MUCH.
the good example is Stalingrad and Soyuz.
if the testers tried to keep them as much similar as as they were in the KOR server.
these of problems related to BB4, BB5 balancing wouldn't be happened... In my opinion
