I think the current system is fine, what people need to learn is the consequences of their action.
If their ignorant to the penalty and whine when they get 1-2k exp instead of the norm that should ring some bells. But instead they'll operate as normal until their educated on why their getting no exp
Anything more harsh then that, short of temporary bans, will just cause exactly what Richard said.
