A long time ago, but not beyond memory, the rules allowed for room hosts to ban players who were making the game unfair for others.
Since that time, it seems the rules have changed and now hosts and players must put up with a lot of junk.
I propose a complete overhaul of the rules as they are today, that make it possible for rooms to be horribly unbalanced, for players to cause problems for others by pushing a host to go before a proper balance (Spamming "GO!" and other variants of said), and to have a clash of definitions between the moderators (whom, as far as I can tell, are simply players in very good standing with TNF).
The In-Game Rules should also be updated to match any changes, and should follow the proper form of language to that used by the server (Example: The Americas Server should use Business/Legal English as it is the global business standard. European Servers should use the EU Official Language, and so on.)
That is not to say all players must only speak that language, but that the standard is that which should be used to denote the rules. (In keeping with such that Legal Contracts such as EULA must by law use the legal language of the area.)
If it truly is such that hosts may not for any reason ban a player, then the feature which gives a host power to do so should be locked in the way that the directional arrow feature has been locked.
A simple solution for this that allows for the Loader Contingency (a player fails to load thus preventing the room from starting) is to insert a code that at its simplest would read:
IF Player_X_Load = FALSE AND Room_Locked = TRUE THEN Auto_Ban_Unloaded_Player = TRUE
(You may Adjust to fit language, syntax, and so forth.)
I personally think that the majority of problems stem from poor communication; (It is bad when players are spamming go before it is even possible, IE 10 in a blitz room when 16 is the minimum and 24 is optimum for EXP, or when two separate moderators judge an offense to differing degrees IE A Team Kill being a ban to one mod or ignored by another.)
Further more, It is clear that not everyone utilizes the forums for information, and many are not even aware of changes to rules, events, or other effects that are mentioned both on the forum and in the Patch notes on the Navy Field Updater. (Example blatantly proven in this latest coin event where many were not even aware until players begged them to check the forums and see why they wanted to wait till 5 minutes before the final shells were fired.)
It should be made clear with everyone that the rules are one way; radical changes need heavy publication, and even slight adjustments should elicit an inescapable notice of some form. IE Pop up message in game or mass forum message.
If rules are there to make the game fair, then the rules should be fair themselves, and while rules may be subject to change, that should not mean that they change without proper warning.

If you really played this game 7 years, you should have noticed that there are not enough number of players to make an American only server, not to mention other countries. Very nice suggestion to terminate NF . And segregate people just for language is equal to Apartheid.

Don't really need new rules...
You can kick people for spamming. Just wait til they so go 3+ times and kick. Problem solved. I've done it quite a few times. I Even gave them warnings.

I am not racist, I just think that Navy Fields servers should follow the international standard for legal communications. This is English. Even in Japan they have classes specifically for that reason. Further More, the languages in Canada are ENGLISH, and French is in the main only in ONE Provence. As for Mexico, MOST Modern Geographical Demographics consider it as part of Latin America. Just like they consider Greenland, while on the North American Continental Plate, to be European. The ONLY nations classified North American by modern Geographical Demographics are the United States, and Canada. This is due to the vast differences in the cultures of the regions.

its a free web game and there for can be used by all saying that nf na is for north america only and the nf eu is for europe is wrong there are manny language's in use in the us allone and even more in europe if u don't want to see the language the remove the chat box u have that option
as for ballance looks can be misleading not all players have the same skill lvl so u can have like 4 monty split 2 vs 2 and that shud be even but if 1 of those montys is fail or have lagg the ballance can be gone
same counts for cv a low lvl cv can have high lvl planes as for ss there are asw to kill those and ss vs ss fight and then again a low lvl ss kan kill a high lvl one
as for the go noobs ban asap the game has autosplit so there is no need to say go to a host ps. if u host be there don't go afk

North America is a continent. Canada, Greenland, the United States, Mexico, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama and a bunch of Carribean islands are all North America. Latin America is a cultural region, not a continent, and if you can't tell that from looking at a map you probably use a DB-only UK CV6 too. Just in those countries, you have at least English, Spanish, French, Haitian Creole, Dutch, Danish and Greenlandic as official languages. And even if you do limit it to the US and Canada, French and Hawaiian are official languages. Or are you just saying we should ignore them because English is better? Sure, a Japanese investor might talk to a Polish businessman in English. But why does that mean this game shouldn't let two Chileans speak Spanish to each other? If it's just the rules you're talking about... they're ~already~ in English.

As vick11 said to me you are not allowed to kick, you need to screenshoot it and report the player.
