I disagree with this because Mississippi gives you a US BB2 ship 2-3 levels earlier than any of the normal ship tree BB2s. It is also equivalent to the pre-nerf New Mexico 1945 with a little extra DP, because it can fit the 16" Dual L guns which have nearly the same range as the SoDak Trip 16" BB3 guns. It is also able to maintain decent speed between 24-40 or 26-44 knots with a decent crew.
It is definitely one of the more all-around EBB2 ships with it's decent damage, range, speed, and small profile, and would definitely be one to consider getting if you have a crew for it.
