Becouse if its ok with my memory, longtime ago some players from NA also knew how to do it.

Long time ago it was said to me that the sailor you roll isn't actually unique to your nor does it always change when you roll. What is actually happening is the game is randomly generating neutral sailors about every second. Hitting reroll is merely refreshing what you see, which is why if you hit it twice quickly then you will still see the same sailor. Because of this, anybody rolling for nuets on the server has the chance to win the same sailor you see. Clones can and do exist because of this. One time I've asked several fleetmates to roll with me and we got a bunch of good neuts.

A continuation of the accusations from the trade section I see.  As Firez mentioned, if 2 people roll/refresh at the same time you will indeed get the exact same sailor.  There have been times where I knew a fleetmate was also rolling and the chat would consist of  - did you get that 12 rep or if you just got that 12/10 can I have it to make a pair.  A person could also easily use 2 PCs and manually roll pairs.
