I have the exact same problem as you encounted. I tried to convert more than 1000 skills to veterans, and it turns out only 10 out of 1000 has successfully converted. I don't know if GM will take care this problem oor not.

Then again it works fine for me without conversion boost... 

The premium really makes a huge difference - even with the rare 300% rate.

A suggestion - especially with all the freebies going around at this time is - once you reach 70 - 80 vets, just top up with +1 x9, and +10 until you reach 109 vets.

I came across a conversation where people were actually using the vet packs to start and converting once they ran out.  Obviously wrong because you have better chances starting at zero.  I often burn 100 experts (with prem + event) which at worst takes me to 50 vets, and at best has taken me to 90.  The rest is topped up with the vet items to 109.

Burned 700 experts on a lvl 120 sailor with 139 vets.... not a single conversion....
Doesn't seem right to me. 

No that dont seem rite at all koopie, you know NF realy should show you the dice, and the odds required for a succesfull conversion. Maybe in the salor screen where u go to convert, it should say 0.000001% chance to convert, and then show you the dice roll for each attempt to do so. Rather than just leaveing it a mistery.

Even it's on its only a small % success rate. 

dear people that ask this question : its not actually 200% you wont get 2 vets for each expert burned its just 200% from the default vet conversion rate which i believe is 2% or bellow chance at a certain level 

I believe many people have this issues for a while. I noticed the actual conversion was getting low since last year or even a bit earier. I did remember 2 years ago. I can easily gain 60-80 vets for my sailors with 0 vets after lossing 100-150 experts. Definitely, it will not  be like this anymore. It makes sense the low rates maintane the need for sailor items.
