I think it was some kind of idea they didn't finish to develop.

as far as i remember they are the level 90 non tradable sailors from the medal store

Well its nice if you have that extra support man that you needed to grind up for bb6 crew now, you have someone you dont have to grind all the way from 12-120. Or anything else you needed. So its cool, thanks TNF!

Ohhhhh  is the sailor level 90  ,  kids.

Navy was not lvl 90. because it was a kind of skill for seafarers. term not develop.
