You could only hope to get them killed in W@W, for example. 

If you tell us on what kind of sailor they are - which level, with how many experts and rookies, we could maybe give you other tips.

1..guns range is not about gunners all the gunners are the same range with the others that using what your using...

2..if you have short range then use high lvl guns and i see your using moltkie that ship is a PCA next ship with higher range is PBB or BB1-bb2-bb3-bb4-bb5-bb6 then if you in the BB6 there you can see that you get the range far

3,, stop using those gunners they are untradable

4..vets doesnt give you more range..what vets does is to cap your sailors ability early

Well, Locefer, you shouldn't say that - those gunners are good.

And the gunners' weight is different because they don't have full crew (919 left, 929 right).

I'd say keep them and use them on a proper ship.

It is higher level guns that give you longer range (of course, the guns' L version + light HE ammo).

So you probably need to level up your BO (captain) and the rest of the crew to get out of the Moltke. Once you get into the BB H39 (level 89 for BO), you'd enjoy the long range.

Your gunner does not change the range of your gun.  That is determined by the gun.   Your gunner determines accuracy and reload.
Light HE shells will give you more range (also the L version  of a gun).
I'm sure everyone  else will give you specific gunset to give you the most range on your ship
