I would like to say that while I do appreciate the event and the prizes, I very much DO NOT appreciate this particular item deciding to suddenly activate and begin using itself up on it's own.  It's very annoying.  I would have much rather saved it until a later date of MY choosing....not just randomly engaging itself without my consent. 

Any comment or explanation as to why this is occuring would be greatly appreciated.

It only activates after you have been into your item panel :) 
If you have none of those items, win one and do not enter your item panel, it will not start using them.

well i can tell you that theory is false already buddy.   it activated without me ever touching item panel/HQ/trade tab, etc.    must be something else....

They are used if you win and sailors getting exp.  Since none of my sailors need exp, my 30%s just sit in the trade.

I even don't want my crew to level up because I want to overvet my crew a lot and higher level means lower vet convert success rate.
