Because now they can finally say that they "own" a harbor now where nobody will attack
them due to the abnormal time of the HA. They knew exactly that they have to go with the
least competitive harbor in order to keep it.

Tokyo is the least likely to be attacked on a weekly basis of all the harbors because
of the time its set at. Why would anyone want it other than brag about getting a
rental bb4 or 5 is beyond me.

Yet another biased argument. Questions you need to ask yourself:
What makes the best fleet?
What makes a fleet rightful owner of a given harbor?

I do agree that VetS Fleet contain many great players, but you cannot go around
saying claiming they are the best. You may say they contain the most skilled players,
or are the most active, or the most organized, but just saying the best does not do it
for me.

Yes RMF, CS navy, COH and Polish legion do HA's but they aren't really big enough to take
down the bigger fleets.

RMF is currently holding KM
COH isnt attacking...their penalty should be up from 2 weeks ago.
CS navy isn't attacking.
Polish legion isnt attacking...their penalty should be up from 2 weeks ago.

We only had around 40-45 at most ingame, we had a few other people on TS who weren't
playing NF. Yes, it was our fault declaring on a harbor that not many people could
attend/were in a fit playing state, however, it was the only one not declared on.

Either way, we played shockingly badly, and you made good use out of your subs. GG
