It's a lot easier to accidentally TK friendly planes than friendly ships. It's also less frustrating to have your planes shot down than to have your boat sunk. Plane TKs are far less of an issue than ship TKs, so any penalty should be much less severe.
Add to that the fact that players on one's own team (not just CVs, mind you) tangle their planes up with enemy planes without being able to take them down (neglected BB scouts, anyone?). Then the choice becomes letting them continue to have sight of your BBs, or risk a TK to shoot down their planes.
There's several scenarios when TKing a friendly plane or three is justified, albeit unfortunate.
On the other hand, if someone is intentionally TKing your planes as a griefing tactic, that should be corrected. I don't see this happening very often (TBH I'm not sure I've ever seen it), but how can it be addressed without penalizing those AA players that have their team's best interests in mind? It's the same type of deal as crossing or humping friendly ships with intent to grief. Those aren't penalized, nor should they be if the software can't differentiate between accidents and intentional incidents.
Perhaps we could take a page from first-person shooters and issue warnings for the first several friendly shoot-downs, and then the player gets punished after shooting down the next one.
