Thanks for all the tips guys! I tried removing deck armor and put 0.3 on belt, with 5 bulge and at least 3 bulk head. It seems to work. I can easily dodge torps and can easily get away from bum-rushing DDs. Have remodeled to Oakland by the way and I am starting to like it.
