How is this fair or balanced
Keep it out of easy to guess angles, keep moving your planes, don't go in straight lines, if they start firing at your planes start changing height and quickly changing directions. Its not that hard to dodge AA.

In my revolutionary and gamechanging project AA shells should only slow aircraft down for a seconds or two like in real life.
Seriously when was the last time a flak shell actually damaged a plane?
Also why AA should froce me to lower my planes? Planes should fly high to avoid Anti aircraft fire

Uhh flak doesn't slow a plane down. It either destroys it to the point it can't maintain flight, or it makes it very hard to continue flying, if your hit with flak, you'll be lucky to make it anywhere to land let alone continue flying.
Uhh plenty of times has flak shells destroyed Aircraft.... Takes what, 2 minutes to find many historical recorded flak kills?
Current game engine restricts going higher.
