Furiguri I understand your point, but part of introducing this is enhanced deterrence against offences and to try and improve how we all interact with each other in-game. If someone is a genuine pain, winds up other players, is constantly offensive to the point where they aggravate their peers then why should that be hidden in the peer review appeals process?
Also, because it is a comment and vote system for the Fleet Leaders then that should, in the main, generate a level of overall balance on a decision as opposed to any individual perceptions of the person overpowering the decision. Finally, if the account is in appeal then it has committed a serious offence or a string of offences to be in that position, in which case the worst thing that happens is it remains suspended to try a later appeal perhaps - after the person has shown they can behave in the community maybe?
The point really is, don't commit the offence(s) in the first place!
