Easy, just have the same type of warning like when it flashes torpedo in sight, but when ships are crossing. Easy fix, damn good solution.

Honestly i think not only should the guy who fired lose exp but the person who crossed.. Trust me this would put a stop to crossing (other then new players who don't know they lose exp for it).
