Right now, its much less doable, but you used to get awesome off the chart XP with a kita. I wouldn't have wanted tons of SY around with no crew.
The penalty does kicks in a bit too soon (10 levels separate many ships, and I believe some ships are worthy of being skipped for a few level since they require higher level crew to correctly operate) but I wouldn't want to have someone grinding to 120 in a CL AAing.
The support slot DOES prevent leveling correctly a full BB6 crew and lessen the risk of totally idiotic BB6s around.
I also agree with masc that PBB leveling is easy enough as it is. But that said, I sadly do not see how the current xp penalty can prevent it tough. Got a lot of near 50-60k last weekend (or was it the one before? Too many events to remember), that finished the lvl 120 grind of some of my KM supports while I was leveling some MN sailors on my AD.
But the concept behind this I agree.
Lets say you are a pilot. You first learn on small Cessna's. Then you move on bigger machine, learn multi-engine, etc.
You CAN stay on the cessna all your life if you want. But your progression in your abilities would probably a lot slower.
