Yes and No. I will say generally NO because in a BB5 you will be shooting ships of lower level then yourself, most fo the time. Here is an example
100K with an At level Crew in an Alaska/Guam and he shoots Ships 10-20 levels higher will get more XP then a BB5 shooting the same ships, about 15-25 level below the BB5 level.
Normally BB5 wield more xp, level difference or not, blast 1-2 other BB5 plus various other lower level BBs, and the fact BB5 receive more personnal makes their xp quite interesting.
But the average I can get in an AD is a bit off the chart, seeing as I can get 250k+ attack on mainly BB45.
With attack being the same, a BB5 will not give more XP then a BB1 based on what the BB1 is shooting at. Like i said, If a BB1 shoots a BB3-4 and gets 100K attack the XP will be higher then If a BB5 Shoots a BB3-4 and gets 100K attack. I don't want to confuse the issue. XP is based on attack for BBs, but there is still a bonus for shooting higher leveled ships.

Yes, but it is easy to kill lower tier ships in a higher tier ship. Furthermore, you have less support slots on lower tier ships. I don't see where the issue is, if someone wants to PBB it to 120, let them, because they will have to play more games as higher tiered ships get more exp per sailor anyway when played by a good player, and get more exp overall due to the more support slots, thus less games. If someone wants to specialise in playing BB2 or even PCA or ASW, they should be encouraged, not penalised.
