Honestly, I'm in agreement with whatzup and ljsevern. The lower amount of support slots, xp potential, and all your advantages from a higher tier ship is nullified if you want to play in a lower level ship.
I have no problem seeing a person grinding to lv 120 using a PBB or a PCA...that person would be very good in those ships, since they both have much less supports than a BB5...

You say everbody or most will use pbb to grind to lvl 120 if there isnt a Xp penalty so you can stay in the same ship and there for there will not much difrent ships in Gb.
A B65 at lvl sucks hard, you cant have AA for at least 10 lvls if you dont want to ubervet youre DP Gunners and youre spread will make you cry. With lvl120 gunners spread is still very random with B65
So I doubt there will many people keep grinding in it when you can use Yamato or even Nagato
Dunk have same spread isues at lvl as B65 and to stay in Dunk while you can use Lion 1 is just mad if youre looking for quik lvling. Dunk gets pretty good at high lvl but I think a L1 have more potential at lvl.
Sebastipol I dont have but I found that allways a easy kill when iam in a bb3
