there is a balance issue with fighters that is very different than the tiers between battleships. bb5 are generally dominate over bb4. however, in cv, the person with higher level fighters tend to win. cv that can load more planes have a slight advantage, but the bulk of the advantage is based upon the level of the fighter pilot.
the way a cv1 with t4 fighter farms other cvs with t2 or t3 fighter is fairly different than the way bb1 with a high level crew farms other bb. with battleships, there is overheat, repair rate, range, and aa to throw into the mix. this isn't so with carriers, just level and number of fighters. yes, you can drag your fighters and do tricks to give your fighters an advantage, but that if we play this game to abuse the mechanical flaws in the game system, you're wasting your time here.
the way i see it, the learning curve is much higher for carriers, and along with the dominance of t4 pilots, this i would imagine would create a huge gap in skill level as well as population of players who choose to play carrier.
