What he is saying is that today you attack a harbor and in battle you find out that there are at least 5 different fleets defending. I guess the point is that is not worth the attack.

I don't recall myself the nazis crying: OMG the formed an alliance boohoo hoo. when they got pwnd by 4 different nations (USSR, USA, UK, Canada, + remains of european army). When you are great in force you always make enemies easier cus you can rely on yourself to cope with them (most of the time).
