They just need a couple key players to make a difference. Again, this would give some players a chance to do HA that would otherwise never try. And again, nothing prevents that. Nobody is doing it for a reason.
The whole penalty when leaving mecanism is to prevent people fighting for fleet B to play with fleet A vs fleet C, then go back to their HA vs fleet D, bringing along a few A pals.
It also prevent in a way short term contracts. Nvm that no fleets wants a gun for hire that could turn on them for a better offer. This game doesnt have a big population compared to many MMO, and of that small population, only a small % could maybe have a future mercing by themselves. The rest would need to come into package deals, earning peanuts for their contribution.
