Eep, I don't think I was clear enough in my previous post. The Scouting = Winning connection isn't made because it doesn't -seem- to be there. The majority of the time, the team that scouts best will win, a point obviously proven by fleet-wars and HA's. The loss even with scouts just happens often enough that people don't associate Scouting with Auto-Win.
That said, you're talking about the poll that started this whole thing. This suggestion doesn't advocate one way or another on the Mandatory Scouts debate - it just addresses the -real- issue. Force someone who normally doesn't carry a scout to do so, and they probably still won't use it, which makes the new rule pointless. This suggestion is to give people an incentive to use their scout, and would be light-years more useful than a Mandatory Scouts rule.
EDIT:
Okay, so this became an orphaned response. For those of you just joining us now, this post was in response to a previous post by Falkon in which he noted that my previous statement that "Scouting = Autowin is not true" would mean that the whole "Mandatory Scouts" debate is completely moot. This was, from what I can tell, a misunderstanding born out of poor word choice in my previous post which implied that Scouting didn't help a team win at all. My correction is above.
