This argument is flawed by oversimplification.
The same slow speed applies to alpha subs and bravo subs.
So if alpha rushes to bravo due to a quick line breakup it will have to be carefull cause the bravo subs are still praying.
So basically given enough subs in battle they will make line more difficult to cross...
They can be used to hold the flanks while the fleet repositions (if your north or south wing crumbles, subs can hold this line until BBs are transfered form south to north or vice versa).
A slow sub (if battery replaces air) can stay almost the entire game underwater, allowing its captain to patrol the front line in such a situation.
The only issues that remain (in rampage proposal) is what to do if all that remains of a team is a sub, cause it can simply submerge and go 0 speed.
I propose that if the only thing that remains in a game is subs, increase countdown speed, ie:
15 min becomes 5 min
and so on.
