I think that the majority of the plane control system needs to be replaced/redone. For example, after your TBs hit sea level after diving, you have to wait a second or two before you can launch. Those 1-2 seconds are the difference between a hit and a dud.
Also, make locals' firepower either between T2-3, so that with control, they stand a good chance against T3s, or slightly higher than T3s so that T3s stand a good chance against them if controlled properly. Right now, the locals just bum rush any enemy plane in range and shoot it down without the CV driver having to do much.
Also, increase DB/TB damage, or nerf AA in someway. BB shells are invulnerable to everything (the benefit of BB over CVs), but they dish out damage much, much quicker and more efficiently than CVs. Waiting one minute for your flight of 10 DBs to ready, sending them to the enemy safely, and hitting the target should not result in a measly 30-40k damage because the whole process takes a good bit of time (probably 3-4 minutes of care). In that time, a BB can do much, much more damage. So either make it easier for planes to get through and release their payload (having a Moltke spam AA shells and killing off your bomber squadron is ridiculous), or increase their damage. It's sad that a out of a slight of 10 TBs, in most cases, only 1 or 2 will actually do full damage. The other 8 or 9 are busy breaking through bulge. It takes more planes in NF to kill a ship than in real-life, but we can't launch nearly as many as real-life carriers can. I'm not saying that it should be realistic, because NF is not, but it seems like we have the worst of both worlds in this case.
