well ppl have said that having 1 harbor rule is killing HA, I for one voted for the 1 harbor rule only saying give it a chance and see how it works, well we have done that, now I believe we need to go back to the 2 harbor system and let fleets battle it out, I know on the kiaser server all of the HA fleets except for maybe 2 of them own harbors we are at a stalemate, ill be happy to admit i was wrong, now lets fix it and open the harbors up for a 2 harbor ownership  thanks

true but kiaser is limited on HA fleets, tho it would boast well maybe for nebraska kiaser only has 6 real HA fleets and if these fleets own all 6 well no one would ever attack them

False, in the momment the fleet I am at (Company Of heroes) Captured the Japanese harbour, we had to defend it once per week. Each time a different fleet was attacking us. The thing is not that we are at a stalemate for lack of fleets, it is just that fleets are not that interested into attacking a harbour anymore because it is just too much trouble :/

Besides, imagine that the unlimited harbour rule would apply: ¿ So, Vets and Iron (in Kaiser) would just rule all the harbours leaving no chance for other fleets to use them?

Another solution can be open to unlimited owning harbours but, when doing HA, schedule all 6 harbours at same date and time so fleets owning multiple harbours make them difficult on defening all of them. And at same time give small fleets chances in HA
