8 different fleets of diverse sizes on kaiser server are going to be involved in HA this week.....pfff ya they really need to change it so only the bigger fleets can be involved in HA right? ...sarcasm is awesome.

what is "broken" about the one harbour per fleet rule is that once you have a harbour you have to lose it before you can do another harbour assult. this is a problem for prople/fleets who own a harbour and want to compete in harbour assults yet no one is willing to attack, example of this is nebrasker surver IJN harbour, this hasnt been attaqked for at lest 2 months now (correct me if im wrong) yet the fleet that owns the harbour would like to do a harbour assult...
if HA's are for everyone to play then why are they smaller fleets not participating? if they are not declearing because they know they will have no chance against the bigger fleets then why are they agaist opeening up to two harbours per fleet? it doesnt effect them in anyway..

i actually like this idea as in when a fleet owns multiple harbors they won't be able to defend both (when they are not lending out their accounts to merc ofc) on the same day, seeing as some won't be able to stay up all night/day and what not. But then again, every HA you see, will have mercs.

that mostly depends on the harbor assault time, like hamburg, uk, ny is close but something with tokyo that nf just messed up.
